He provides legal services to units of the public finance sector, companies with State Treasury shares, and local government units. His legal expertise includes issues related to the service of local government units, state treasury and local government supervisory, access to data, public information, re-use of public sector information, as well as digital services, protection of personal data in the public sector. He represents complainants in court proceedings, administrative court proceedings, as well as before the Constitutional Tribunal and the European Court of Human Rights. He has prepared a number of legal opinions for the supreme constitutional bodies of the state, state legal entities, and companies of special importance to the state’s economy. He is an external expert of the Bureau of Research of the Chancellery of the Sejm of the Republic of Poland, served as a permanent advisor to the Sejm’s Commission for Constitutional Accountability. He holds the position of a member of the supervisory board, as well as a member delegated to the board of PZU S.A.
He completed his attorney at law apprenticeship at the District Chamber of Legal Advisors in Wrocław. He graduated in law from the Faculty of Law, Administration, and Economics, where he defended his doctoral thesis with honours, and then obtained a habilitated doctor of law degree. He is a professor at the University of Wrocław employed in the Department of Constitutional Law at the Faculty of Law, Administration, and Economics. He teaches in Polish and English. His research interests include comparative constitutional law, access to and protection of information in public and private law, the influence of the state on the socio-economic system, and public-law forms of conducting business activity, particularly the impact of technological progress on constitutional law institutions. He is a multiple recipient of individual and team awards from the Rector of the University of Wrocław for original and creative scientific achievement. He participates in national and international research projects. He is the author of a textbook, commentaries, and numerous scientific publications in the form of monographs and scholarly articles published in Poland and abroad.
